It is the endpoint layer of shadow AI discovery (see the definition of shadow AI discovery). Network, identity, and browser tools see AI that passes through the corporate network, single sign-on, or a managed browser. A developer's coding assistant or command-line tool can reach an AI provider without touching any of those, so it often shows up only on the machine, or as an unattributed connection in network logs.
