An AI control plane is the single layer that every model call passes through, putting AI usage under visibility, cost attribution, budgets, governance and policy, and smart routing — across models, applications, teams, and workloads. Instead of scattering those controls across each app and provider, an enterprise routes its AI traffic through one plane where cost and policy are observed and enforced in the same place.
The term borrows from networking and cloud infrastructure, where a "control plane" is the layer that decides how traffic is handled, distinct from the "data plane" that carries it. Applied to AI, the control plane sits in the request path in front of your large language model providers and makes each call accountable: who spent what, whether it is within budget, whether it is allowed, and which model should serve it.
What an AI control plane covers
- Visibility — per-session, per-user, and per-project attribution of every model call, so spend and usage are no longer a monthly black box.
- Cost attribution and budgets — hard token or dollar budgets enforced on the request path, so overruns are blocked before they reach the provider invoice. Behest operationalizes this as its AI Token FinOps capability.
- Governance and policy — AI governance controls such as PII scrubbing, prompt-injection defense, tenant model allowlists, and audit trails, applied inline rather than bolted on later.
- Smart routing — smart routing across models so each request can go to the best-fit or lower-cost model that meets its quality bar; depending on the use case this can reduce AI costs (Behest does not guarantee a fixed figure).
Control plane vs. gateway
A plain LLM gateway routes, logs, and caches traffic, but on its own stops short of cost attribution, budget enforcement, and governance. A control plane is the broader layer that adds those decisions — it does not just observe AI traffic, it puts it under control.
